Regulations Defining the Principles and Procedures
for Conferring the Degree of Doctor in a Discipline

(consolidated text)

EXPLANATION OF TERMS

§ 1

Whenever the Regulations refer to:

  1. University – it shall mean Jan Kochanowski University in Kielce;
  2. Rector – it shall mean the Rector of Jan Kochanowski University in Kielce;
  3. Statute – it shall mean the Statute of Jan Kochanowski University in Kielce;
  4. Scientific Council – it shall mean the Scientific Council of the Institute competent in the discipline in which the University has the authority to confer the degree of Doctor or Doctor of Arts;
  5. Act – it shall mean the Act of 20 July 2018 – Law on Higher Education and Science (Journal of Laws 2024, item 1571, as amended);
  6. Doctoral School – it shall mean the Doctoral School of Jan Kochanowski University in Kielce;
  7. Doctoral degree – it shall mean the academic degree or the degree in the field of arts;
  8. Doctoral student – it shall mean a person studying at the Doctoral School of Jan Kochanowski University in Kielce;
  9. (repealed);
  10. Candidate – it shall mean a person applying for the degree of Doctor or Doctor of Arts in an external procedure;
  11. Person applying for the conferral of a doctoral degree – it shall mean a Doctoral Student or Candidate;
  12. RDN – it shall mean the Council for Scientific Excellence;
  13. BIP – it shall mean the Public Information Bulletin of Jan Kochanowski University in Kielce;
  14. POL-on System – it shall mean the Integrated System of Information on Higher Education and Science POL-on;
  15. University Team – it shall mean the University Team for Supplementing Learning Outcomes at Level 8 of the Polish Qualifications Framework (PRK).

GENERAL PROVISIONS

§ 2 [General Provisions]

  1. Proceedings for the conferral of the degree of Doctor or Doctor of Arts may be conducted in a scientific or artistic discipline in which the University has the authority to confer the degree of Doctor or Doctor of Arts.
  2. The proceedings referred to in paragraph 1 are conducted by the Scientific Council competent in the discipline, based on a doctoral dissertation addressing scientific issues corresponding to that discipline or artistic issues in the case of an artistic discipline.
  3. If the doctoral dissertation encompasses scientific issues from more than one discipline, the person applying for the doctoral degree shall indicate the discipline in which they seek to obtain the degree.
  4. The doctoral degree may be conferred in the field of science or art in accordance with the principles set out in the Act. The rules and procedures for the conferral of a doctoral degree in the situation referred to in the preceding sentence are specified in separate regulations.
  5. Proceedings for the conferral of a doctoral degree may be conducted jointly with another university, a Polish Academy of Sciences (PAN) institute, a research institute, an international institute, or foreign entities possessing the authority to confer the doctoral degree in the discipline in which the proceedings will be conducted. The agreement should specify, in particular:
    1. the method of conducting the defense;
    2. requirements regarding the composition of the Doctoral Committee and the presence of reviewers at the defense;
    3. rules for implementing the educational program;
    4. financing arrangements;
    5. rules for appointing the Doctoral Committee.
  6. The Scientific Council adopts resolutions referred to in these Regulations by a simple majority of votes in a secret ballot, in the presence of at least half of the members of the Scientific Council entitled to vote. Members entitled to vote are members of the Scientific Council who are professors or university professors, subject to paragraph 7.
  7. The supervisor(s) or the main and auxiliary supervisor do not participate in votes concerning resolutions adopted in the proceedings for the conferral of the doctoral degree referred to in § 7 paragraph 6.

 

§ 3 [Requirements for the Conferral of the Doctoral Degree]

  1. The doctoral degree may be conferred on a person who:
    1. holds a professional title of Master, Master of Engineering, or an equivalent degree, or holds a diploma referred to in Article 326(2)(2) or Article 327(2) of the Act, granting the right to apply for the conferral of a doctoral degree in the country whose higher education system recognizes the issuing institution, subject to paragraph 7;
    2. has achieved learning outcomes corresponding to qualifications at level 8 of the Polish Qualifications Framework (PRK), with learning outcomes in the area of proficiency in a modern foreign language certified in a manner specified in the Act;
    3. has, among their scholarly or artistic achievements, at least:
      a) one scientific article published in a scientific journal or in peer-reviewed proceedings of an international conference, which in the year of final publication were included in a list compiled in accordance with regulations issued under Article 267(2)(2)(b), or
      b) one scientific monograph published by a publishing house that, in the year of final publication, was included in a list compiled in accordance with regulations issued under Article 267(2)(2)(a), or a chapter in such a monograph, or
      c) in the case of artistic disciplines – an artistic work of significant importance;
    4. has presented and defended a doctoral dissertation;
    5. has fulfilled other requirements set by the Scientific Council.
  2. In proceedings for the conferral of a doctoral degree initiated under the Act and these Regulations by December 31, 2021, the minimum scholarly output referred to in paragraph 1(3)(a) also includes articles published:
    1. in scientific journals or peer-reviewed proceedings of international conferences included in the ministerial list of scientific journals compiled under regulations issued pursuant to Article 267(2)(2)(b) of the Act, prior to the publication of that list;
    2. before January 1, 2019, in scientific journals included in Part A or C of the journal list published by the Minister of Science and Higher Education on January 25, 2017, or in Part B of that list, provided that for Part B only articles awarded at least 10 points for publication are counted.
  3. In proceedings for the conferral of a doctoral degree initiated under the Act and these Regulations by December 31, 2021, the minimum scholarly output referred to in paragraph 1(3)(b) also includes scientific monographs published by:
    1. a publishing house included in a list compiled under regulations issued pursuant to Article 267(2)(2)(a) of the Act, prior to the publication of that list;
    2. an organizational unit of an entity whose publishing house is included in a list compiled under regulations issued pursuant to Article 267(2)(2)(a) of the Act.
  4. Scientific achievements referred to in paragraph 1(3)(a-b) and paragraphs 2-3 must be documented in a list containing full bibliographic data (author’s first and last name, title of the scientific monograph or article, name of the publisher, place of publication, month and year of publication, numbers: ISBN, eISBN, ISSN, eISSN, ISMN or DOI, page numbers) and accompanied by originals or photocopies of the publications.
  5. Artistic achievements referred to in paragraph 1(3)(c) must be documented by the artistic work along with a record of the work appropriate to its type and documentation of its public presentation (in paper and electronic form in PDF or JPG format).
  6. If the doctoral dissertation constitutes an independent and separate part of a collective work or a cycle of scientific publications, the applicant shall submit, together with the dissertation and required documents, a statement specifying their individual contribution in both percentage and descriptive form.
  7. In exceptional cases, justified by the highest quality of scientific achievements, a person not meeting the requirements specified in paragraph 1(1) may apply for the doctoral degree; such a person may be a graduate of first-cycle studies or a student who has completed the third year of long-cycle Master’s studies.
  8. The highest quality of scientific achievements referred to in paragraph 7 is considered to be the possession of at least one of the achievements listed in paragraph 1(3) or paragraphs 2-3.
  9. A person referred to in paragraph 7, upon being awarded the doctoral degree, simultaneously obtains the higher education qualification referred to in Article 77 of the Act.
  10. A person applying for the doctoral degree is required to have an electronic researcher identifier compliant with international standards – ORCID (Open Researcher and Contributor ID), in accordance with Article 345(1)(3) of the Act.

 

§ 4 [Doctoral Dissertation]

  1. The doctoral dissertation presents the general theoretical knowledge of the candidate in a given discipline or disciplines, as well as the ability to independently conduct scientific or artistic work.
  2. The subject of the doctoral dissertation is an original solution to a scientific problem, an original application of the results of the candidate’s own research in economic or social practice, or an original artistic achievement.
  3. The doctoral dissertation may take the form of a written work, including a scientific monograph, a collection of published and thematically related scientific articles, a design, construction, technological, implementation, or artistic work, as well as an independent and separate part of a collective work.
  4. The doctoral dissertation must include a summary required by law.
  5. If the doctoral dissertation is not a written work, a description in Polish and English must be attached.
  6. In the event that the dissertation is not admitted to defense, or a decision is issued refusing to confer the doctoral degree, the same dissertation may not serve as the basis for a subsequent application for the doctoral degree.

 

§ 5 [Academic Supervision]

  1. Academic supervision over the preparation of the doctoral dissertation is provided by the supervisor or supervisors, or a supervisor and an assistant supervisor.
  2. The role of supervisor, subject to exceptions provided by law, may be performed by a person holding a habilitation degree or the title of professor, while the assistant supervisor must hold at least a doctoral degree.
  3. Exceptionally, a supervisor may be a person without a habilitation degree or the title of professor, who is employed at a foreign university or research institution, if the relevant Scientific Council recognizes that they have significant achievements in the areas related to the dissertation.
  4. Appointment of persons to provide academic supervision over the doctoral dissertation is made by a resolution of the Scientific Council regarding the assignment of a supervisor or supervisors, or a supervisor and an assistant supervisor, upon a request submitted to the Chair of the Scientific Council:
    1. by the Director of the Doctoral School – in the case of Doctoral Students, or
    2. by the Candidate.
  5. The condition for appointing a person referred to in paragraph 3 as a supervisor is the Scientific Council’s recognition of their significant achievements in the relevant scientific fields. In such cases, the Council’s resolution must include justification indicating the substantial scientific achievements of the appointed supervisor.
  6. The Scientific Council may appoint more than one supervisor for the preparation of the doctoral dissertation if the scientific or artistic scope of the dissertation exceeds the discipline in which the candidate is preparing the dissertation, or in cases referred to in § 2(5).
  7. The Scientific Council may appoint an assistant supervisor for the preparation of the doctoral dissertation, specifying the scope of research to be conducted under their guidance.
  8. Supervisors are appointed after submitting a declaration, constituting Annex 1a to these Regulations:
    1. for Candidates, within 60 days of submitting the request;
    2. for Doctoral Students, in accordance with the Doctoral School Regulations.
      The Chair of the Scientific Council immediately informs the Director of the Doctoral School about the persons appointed to provide academic supervision.
  9. Duties of the supervisor include:
    1. providing direct academic supervision of the candidate;
    2. performing an annual assessment of the candidate’s scientific or artistic progress;
    3. providing consultations and evaluating the candidate’s progress;
    4. supporting the candidate in scientific or artistic work;
    5. assisting in the preparation of research project applications;
    6. monitoring progress in preparing the dissertation or artistic work;
    7. checking the dissertation, if it is a written work, using the Unified Anti-Plagiarism System, as referred to in Art. 351(1) of the Act, before acceptance;
    8. supervising the completion of learning outcomes indicated by the Candidate Assessment Committee as necessary to achieve qualifications at level 8 of the Polish Qualifications Framework (PRK);
    9. performing other duties arising from the Doctoral School Regulations.
  10. Duties of the assistant supervisor include:
    1. assisting in planning and conducting research within the scope defined by the supervisor;
    2. performing other duties arising from the Doctoral School Regulations.
  11. One person may serve as a supervisor or assistant supervisor for no more than four candidates.
  12. The number of Doctoral Students assigned to a supervisor or assistant supervisor is determined by the Doctoral School Regulations.
  13. If the supervisor fails to fulfill the duties referred to in paragraph 9, the candidate may submit a request for a change of supervisor, providing justification. Requests are submitted:
    1. by Doctoral Students to the Director of the Doctoral School;
    2. by Candidates to the Chair of the Scientific Council.
  14. The supervisor may, including at the request of the candidate, apply to the Director of the Doctoral School or the Chair of the Scientific Council for a change of assistant supervisor if they fail to fulfill their duties referred to in paragraph 10.
  15. Changes of supervisors or assistant supervisors are made by resolution of the Scientific Council.
  16. If the candidate fails to submit a request to initiate the doctoral procedure within six years from the date of appointment of the supervisor, the Scientific Council shall adopt a resolution to revoke the appointments of persons providing academic supervision over the preparation of the doctoral dissertation. The resolution must include justification.

 

§ 6 [Reviews and Reviewers]

  1. A doctoral dissertation may be reviewed by a person holding the title of professor or the degree of habilitated doctor, who is not an employee of the University or an employee of a university, PAN institute, research institute, international institute, Łukasiewicz Center, or Łukasiewicz network institute where the person applying for the doctoral degree is employed.
  2. A doctoral dissertation may be reviewed by a person who does not hold a habilitated doctor degree or professor title but is employed by a foreign university or scientific institution, provided that the relevant Scientific Council recognizes that the person has significant achievements in the field of the dissertation.
  3. The condition for appointing a reviewer referred to in sec. 2 is the Scientific Council’s recognition of the person’s significant achievements in the scientific field related to the dissertation. In such a case, the Scientific Council’s resolution includes a justification indicating the significant scientific achievements of the person appointed as a reviewer.
  4. A reviewer cannot be a person regarding whom there are justified doubts about impartiality, especially if they have co-authored research or publications with the doctoral candidate.
  5. The reviewer prepares the review of the doctoral dissertation within 2 months from the date of its delivery.
  6. The review may include recommendations for supplementing or correcting the dissertation, which the Chair of the Scientific Council conveys to the doctoral candidate. Reviewers submit a review of the supplemented or corrected dissertation to the Scientific Council within one month of receiving the request to prepare it.
  7. The Chair of the Scientific Council may request the reviewer to supplement the review if the received review:
    1. contains the reviewer’s recommendation for improvement of the dissertation without indicating how to do so;
    2. does not contain a conclusion;
    3. contains other formal deficiencies.
  8. The terms of payment to which the reviewer is entitled are specified in the review preparation agreement. The template of the agreement is determined by separate regulations.

PROCEDURE FOR AWARDING THE DOCTORAL DEGREE

§ 7 [Doctoral Candidates]

  1. The procedure for awarding the doctoral degree is initiated at the request of the Doctoral Candidate, which constitutes Annex No. 1b to the Regulations.
  2. Along with the request referred to in sec. 1, the Doctoral Candidate submits:
    1. the doctoral dissertation – in 5 copies (including 1 in soft cover, double-sided), together with the abstract or a description of a dissertation that is not a written work (according to the rules specified in § 4 sec. 4-5), as well as their electronic versions saved on an electronic data carrier in PDF format;
    2. the opinion of the supervisor(s) or supervisor and assistant supervisor;
    3. a certificate of completion of education at the Doctoral School, the template of which constitutes Annex No. 2 to the Regulations, issued after fulfilling the conditions specified in the Doctoral School Regulations;
    4. a certificate or diploma confirming knowledge of a modern foreign language at a minimum B2 level;
    5. documents confirming scientific achievements referred to in § 3;
    6. in the case of co-authorship in publications referred to in § 3 sec. 1 point 3 letters a and b, or in an artistic work referred to in § 3 sec. 1 point 3 letter c – statements specifying the individual contribution to their creation, in both percentage and descriptive form. The template of the statement constitutes Annex No. 3 to the Regulations;
    7. a report from the Unified Anti-Plagiarism System.
      When submitting documents confirming scientific achievements, they must be documented in the form of a list printed from the EXPERTUS UJK program.
  3. If the certificate or diploma is not submitted, the Doctoral Candidate takes an exam confirming knowledge of a modern foreign language at B2 level under the rules specified in the Act.
  4. The request referred to in sec. 1, along with the attachments, is submitted to the Chair of the relevant Scientific Council.
  5. Upon receiving the request, the Chair of the Scientific Council performs a formal evaluation of the submitted request with attachments and, if deficiencies are found, calls on the applicant to correct them within a specified period, not shorter than 7 days, with a warning that failure to remove these deficiencies will result in refusal to initiate the procedure.
  6. After verifying the Doctoral Candidate’s compliance with the requirements referred to in § 3, the Scientific Council adopts resolutions on:
    1. acceptance of the request to initiate the doctoral degree procedure;
    2. appointment of dissertation reviewers in the doctoral degree procedure, according to the rules specified in § 6 sec. 1-4;
    3. admission to the defense of the doctoral dissertation;
    4. appointment of the Doctoral Committee, according to sec. 14;
    5. acceptance of the doctoral dissertation defense;
    6. awarding the doctoral degree;
    7. distinction of the doctoral dissertation, upon the recommendation of at least two reviewers, included in the review or raised during the dissertation defense.
  7. Failure to accept the request to initiate the doctoral degree procedure is equivalent to refusal to initiate the procedure. In the case of refusal, the Chair of the Scientific Council signs the relevant decision, which includes justification and information on the right to appeal to the RDN.
  8. If the doctoral degree procedure is initiated, the Chair of the Scientific Council updates the Doctoral Candidate’s data in the POL-on system within 21 days in accordance with the University’s regulations.
  9. If at least one review contains the reviewer’s recommendation to improve the dissertation, the Chair of the Scientific Council calls on the Doctoral Candidate to submit the corrected dissertation within the deadline specified in the notice.
  10. The Scientific Council adopts a resolution on the admission of the Doctoral Candidate to the dissertation defense if at least two reviews are positive. Immediately after adopting the resolution, the Chair of the Scientific Council signs the relevant decision. In case of a decision to refuse admission to the dissertation defense, the decision includes justification and information on the right to appeal to the RDN.
  11. The Chair of the Scientific Council makes available in the Public Information Bulletin (BIP):
    1. no later than 30 days before the scheduled dissertation defense – the dissertation as a written work along with its abstract or a description of a non-written dissertation, and the reviews;
    2. no later than 10 days before the scheduled dissertation defense – information on the date, place, and manner of its conduct.
  12. For dissertations whose subject is legally protected secrets, only reviews are made available, excluding content covered by the secret.
  13. Documents referred to in sec. 10 are promptly entered into the POL-on system after being made available.
  14. The dissertation defense may be conducted during a meeting of the Scientific Council or the Doctoral Committee referred to in sec. 14, with the participation of the supervisor(s) and at least two reviewers. The agreement referred to in § 2 sec. 5 may specify a different requirement regarding the presence of supervisors and reviewers. Meetings may, in exceptional cases, be conducted remotely, based on separate regulations.
  15. The Scientific Council may appoint a Doctoral Committee to conduct the dissertation defense.
    1. The Doctoral Committee is appointed separately for each doctoral degree procedure, indicating the persons performing the functions of chair and secretary. The Committee includes – unless the agreement referred to in § 2 sec. 5 states otherwise:
      a) the chair – a member of the Scientific Council representing the discipline covering the scientific issues of the dissertation, holding at least a habilitated doctor degree;
      b) reviewers;
      c) at least five members of the Doctoral Committee representing the scientific/artistic discipline(s) covering the dissertation’s subject, holding at least a habilitated doctor degree;
    2. In justified cases due to the scope and topic of the dissertation, the Scientific Council may appoint up to two members representing disciplines other than that in which the doctoral degree procedure is conducted;
    3. The Doctoral Committee adopts resolutions by a simple majority in the presence of at least half of the members, in a secret vote.
  16. The framework of the dissertation defense includes the following stages:
    1. public part:
      a) verification of quorum,
      b) presentation of the Doctoral Candidate’s academic profile by the supervisor,
      c) presentation of the main assumptions of the dissertation by the Doctoral Candidate,
      d) presentation of reviewers’ opinions,
      e) opening of the discussion with the possibility of questions by defense participants,
      f) answers by the Doctoral Candidate,
      g) closing of the discussion and public part by the chair;
    2. non-public part:
      a) discussion on the defense and voting on the acceptance of the defense,
      b) counting of votes by the secretary and reporting the result to the chair,
      c) adoption of the resolution on acceptance of the dissertation defense,
      d) submission for vote of the proposal to distinguish the dissertation, if proposed by at least two reviewers;
    3. announcement of the voting results on the defense acceptance by the chair.
  17. Based on the Doctoral Committee’s resolution on acceptance of the dissertation defense, the Scientific Council issues a resolution on awarding the doctoral degree. If no Doctoral Committee was appointed, the defense takes place before the Scientific Council, which adopts resolutions on the acceptance of the dissertation defense and awarding of the doctoral degree.
  18. Immediately after the Scientific Council adopts a resolution on awarding the doctoral degree, the Chair of the Scientific Council signs the relevant decision. In case of refusal, the decision must include justification and information on the right to appeal to the RDN.
  19. In case of an appeal against the decision, the Chair of the Scientific Council forwards the appeal to the RDN along with the Scientific Council’s opinion and case files within 3 months from the date of filing the appeal.

 

§ 8 [repealed]

 

§ 9 [Candidates – external mode]

  1. For Candidates applying for the conferral of the doctoral degree under the provisions of the Act, the provisions of these Regulations shall apply, with the following modifications:
    1. Before initiating the procedure, the Candidate submits an application for the appointment of a supervisor or supervisors, or a supervisor and an auxiliary supervisor, using the form attached as Appendix No. 6 to the Regulations;
    2. The application for the appointment of a supervisor or supervisors, or a supervisor and an auxiliary supervisor, shall be accompanied by:
      a) the Candidate’s personal questionnaire, the template of which is attached as Appendix No. 7 to the Regulations,
      b) the original or a copy of the diploma of completion of long-cycle master’s studies together with the supplement, or the originals or copies of the diplomas of completion of first- and second-cycle studies together with supplements. In the case of a person referred to in § 3(7), the original or a copy of the first-cycle diploma together with the supplement, or a certificate of completion of the third year of long-cycle master’s studies. In the case of studies completed abroad, documents must be legalized or bear an apostille in accordance with generally applicable regulations, and also recognized as equivalent to the corresponding Polish diploma, unless the law exempts from this requirement,
      c) a description of the Candidate’s scientific activity, documented in the form of a list certified by the University Library in Kielce, containing the full bibliographic record (author’s first name and surname, title of the scientific monograph or article, publisher, place of publication, month and year of publication, ISBN, eISBN, ISSN, eISSN, ISMN, or DOI numbers, page numbers) along with the originals or copies of the publications,
      d) a description of artistic activity documented by a record of the work appropriate to its type and documentation of its public presentation (in paper and electronic form in PDF or JPG format),
      e) a preliminary concept of the doctoral dissertation,
      f) a declaration of choice of an additional discipline, constituting Appendix No. 8 to the Regulations.
    3. The Scientific Council appoints a Committee for the evaluation of the Candidate intending to prepare a doctoral dissertation in the external mode, indicating the persons to serve as Chair and Secretary:
      a) The Committee for the evaluation of the Candidate shall consist of at least three persons, including:
      − Chair – a member of the Scientific Council representing the discipline in which the Candidate intends to prepare the doctoral dissertation, holding at least the degree of habilitated doctor,
      − two members – members of the Scientific Council representing the discipline in which the Candidate intends to prepare the doctoral dissertation, holding at least the degree of habilitated doctor,
      − in cases justified by the scope and topic of the doctoral dissertation, the Scientific Council may appoint no more than one member representing a discipline other than that in which the doctoral procedure is conducted.
      b) The tasks of the Committee for the evaluation of the Candidate include, in particular:
      − evaluation of the application and the Candidate’s achievements,
      − informing the Candidate of the date and place of the qualifying interview,
      − conducting the qualifying interview with the Candidate,
      − determining the need to supplement learning outcomes for qualifications at level 8 of the Polish Qualifications Framework (PQF),
      − preparing an opinion on the Candidate based on the submitted application, attached documents, and the qualifying interview. The Committee’s opinion includes verification of the Candidate’s learning outcomes at level 8 PQF and conditions for their supplementation based on Appendix No. 9 to the Regulations,
      − in the case of a positive opinion by the Committee – recommending a person or persons to serve as supervisor(s) or a supervisor and auxiliary supervisor,
      − in the case of grounds for appointing an auxiliary supervisor, the Committee shall indicate the scope of necessary research to be conducted with their participation,
      − promptly forwarding the opinion to the Chair of the Scientific Council.
    4. The Scientific Council adopts a resolution on the appointment of the supervisor(s) or a supervisor and auxiliary supervisor based on the Committee’s opinion, subject to § 5(6) and (7). In the event of refusal to appoint a supervisor(s) or a supervisor and auxiliary supervisor, the Council’s resolution shall include justification indicating the reason for the refusal.
    5. If it is found necessary to supplement learning outcomes, this shall take place before the University Team for Supplementing Learning Outcomes at level 8 PQF, composed of:
      a) Chair – Director of the Doctoral School,
      b) Deputy Director of the Doctoral School,
      c) Heads and deputy heads of sections in the Doctoral School,
      d) Chair of the Quality of Education Committee in the Doctoral School, if not holding another position,
      e) Head of the Foreign Language Center,
      f) Secretary – an employee of the Doctoral School.
    6. The tasks of the Team referred to in point 5 include:
      a) organizing and conducting the required exams, excluding the exam in the discipline in which the Candidate seeks the doctoral degree,
      b) issuing a certificate confirming the completion of learning outcomes at level 8 PQF, the template of which is attached as Appendix No. 10 to the Regulations.
    7. The exam in the discipline in which the Candidate seeks the doctoral degree is conducted by a five-member Examination Committee appointed by the Scientific Council of the relevant discipline from academic teachers holding the degree of habilitated doctor or the title of professor.
      7a) In the absence of a certificate or diploma confirming knowledge of a modern foreign language at level B2, the Doctoral Candidate shall take an exam under the rules specified in the Act.
    8. The procedure for conferring the doctoral degree is initiated at the request of the Candidate, the template of which is attached as Appendix No. 11 to the Regulations. Within 30 days from the date of submission of the application referred to, the Candidate’s data is entered into the list of persons applying for the doctoral degree in the POL-on System.
    9. Along with the application referred to in point 8, the Candidate submits to the Chair of the Scientific Council the documents referred to in § 7(2), with the following modifications:
      a) instead of a certificate of completion of education at the Doctoral School, the Candidate submits a certificate confirming the attainment of learning outcomes at level 8 PQF. This obligation does not apply to candidates for whom the Committee for the evaluation of the Candidate did not indicate the necessity to supplement learning outcomes at level 8 PQF,
      b) additionally, the Candidate submits a declaration covering the costs of the doctoral degree procedure. The template of the declaration is attached as Appendix No. 12 to the Regulations.
    10. The Committee for the evaluation of the Candidate adopts resolutions by secret ballot with a simple majority in the presence of at least half of the members.
    11. The provisions of § 7(3–18) shall apply accordingly.

 

§ 10

  1. No fees shall be charged for conducting the procedure for awarding the doctoral degree to a person who has completed the Doctoral School of UJK.

  4. The candidate shall pay the University a fee for conducting the procedure for awarding the doctoral degree.
  5. In the case of an academic teacher or a research employee, the costs of the procedure shall be borne by the university, PAN institute, research institute, or international institute employing them.
  6. The costs of the procedure for awarding the doctoral degree include:
    1. remuneration of the doctoral supervisor in the doctoral procedure amounting to 83% of a professor’s salary, determined in accordance with the provisions indicated in Art. 137(2) of the Act;
    2. remuneration of the auxiliary supervisor in the doctoral procedure amounting to 50% of a professor’s salary, determined in accordance with the provisions indicated in Art. 137(2) of the Act;
    3. remuneration of the reviewer in the doctoral procedure amounting to 27% of a professor’s salary, determined in accordance with the provisions indicated in Art. 137(2) of the Act;
    4. travel, accommodation, and subsistence costs of the supervisor and reviewers, based on actual and documented expenses;
    5. other costs and expenditures, including administrative costs related to conducting the procedure for awarding the doctoral degree, in the amount specified in the currently valid Rector’s communication on the determination of indirect costs in the procedure for awarding the doctoral degree and the procedure for awarding the habilitated doctor degree.
  7. The costs and expenditures referred to in para. 4(5) shall not exceed the costs incurred to the extent necessary to initiate and conduct the procedure for awarding the doctoral degree.
  8. The person referred to in para. 4 or the entity referred to in para. 5 shall reimburse the costs referred to in para. 5 on the basis of an agreement concluded with the University. The template of the agreement is specified in separate regulations.
  9. The Rector may exempt the persons indicated in para. 3 or 4 from the obligation to pay the fee, in whole or in part, in justified cases, in particular when:
    1. the person requesting exemption is leading or has led a research grant carried out at the university, financed from external sources;
    2. (repealed)
    3. holds a certificate of disability in a severe degree.
  10. Doctoral students and candidates have the right to use the University’s research and IT infrastructure under the terms specified in the Regulations on the Use of UJK Research Infrastructure.

  4. Doctoral procedures initiated for the Candidate between 1 October 2019 and 27 January 2021 shall be conducted on the basis of the regulations attached to Resolution No. 57/2020 of the Senate of Jan Kochanowski University in Kielce of 25 June 2020.

In the case of doctoral procedures for persons who have an ongoing doctoral procedure for which the University concluded a cost reimbursement agreement prior to the entry into force of these Regulations, the final costs of that procedure shall be determined according to the rules set out in these Regulations.
