Disciplinary Responsibility of Doctoral Students

Students and doctoral candidates are subject to disciplinary liability for disciplinary offenses that constitute a violation of the regulations in force at the university and for acts that violate the dignity of a student.

According to Article 322 of the Law on Higher Education and Science:

“Article 322. [Basis for disciplinary liability; appropriate application of provisions; composition of the disciplinary committee]

  1. A doctoral candidate is subject to disciplinary liability for violating the regulations in force at the institution conducting the doctoral school and for acts that violate the dignity of a doctoral candidate. The provisions of Article 307(2), Articles 308–320, and the regulations issued under Article 321 apply accordingly to the disciplinary liability of doctoral candidates.

  1. The disciplinary committee ruling on the case of a doctoral candidate shall adjudicate in a panel composed of a chairperson (who must be an academic teacher or a research staff member), and an equal number of doctoral candidates and academic teachers or research staff members.”

The composition of the Disciplinary Committee for Doctoral Candidates is regulated by Resolutions No. 101/2024 and 102/2024.
The composition of the Appeals Disciplinary Committee for Doctoral Candidates is regulated by Resolutions No. 103/2024 and 104/2024.

According to Article 308 of the Law on Higher Education and Science:

“The disciplinary penalties are:

  1. Warning

  2. Reprimand

  3. Reprimand with a warning

  4. Suspension of specific student rights for up to one year

  5. Expulsion from the university”

Issues related to conflict situations, prevention of discrimination, and violent behavior are regulated by the University-wide Procedure No. USZJK-O/2.

According to the procedure:

A written complaint regarding conflict situations, discrimination, or violent behavior, following the template provided in Annex No. 1, should include:

a) A description of the facts, in particular identifying specific actions or behaviors considered by the student as conflict situations, discrimination, or violent behavior, along with the time period these actions or behaviors occurred (e.g., a list of specific behaviors with dates);
b) Identification of the person or persons with whom the student is in conflict and/or who are accused or suspected of engaging in discrimination and/or violent behavior;
c) Justification and evidence supporting the circumstances described, including identification of witnesses (if possible);
d) Date and legible signature of the student submitting the complaint.

In the complaint, students reporting conflict situations, discrimination, or violent behavior may propose a way to resolve the issue.

Doctoral candidates submit complaints regarding conflict situations, discrimination, or violent behavior to the Director of the Doctoral School:

  • via the head of the section in the Doctoral School,

  • via the head of doctoral studies,

  • via the doctoral student council,

  • or in person.

Complaints signaling conflict situations, discrimination, or violent behavior should be thoroughly justified. In case of doubts regarding their content, complainants will be asked to clarify or supplement them within 7 days from the request.

The relevant faculty dean/director of the Doctoral School is obliged to conduct a comprehensive inquiry to reliably determine the factual circumstances.

After establishing the course of events described in the complaint, both parties in the conflict will be informed in writing of the outcome within 30 days from the date of the complaint submission.

If the decision of the Director of the Doctoral School is unsatisfactory, the parties involved may submit a written appeal to the Vice-Rector for Research.
