REGULATIONS OF THE DOCTORAL SCHOOL OF THE JAN KOCHANOWSKI UNIVERSITY IN KIELCE
§ 1
Organization of the Doctoral School
1. The Doctoral School operates at the Jan Kochanowski University in Kielce.
2. Within the Doctoral School, disciplinary sections are established as determined by the Rector.
3. A section within the School is established, dissolved, or transformed by the Rector at the request of the Director of the Doctoral School.
4. A disciplinary section of the Doctoral School may cover more than one academic or artistic discipline.
5. The Doctoral School may be conducted jointly with another entity, in accordance with the provisions of the Act of 20 July 2018 – Law on Higher Education and Science (Journal of Laws of 2024, item 1571, as amended), hereinafter referred to as “the Act.”
6. The Doctoral School is managed by the Director of the Doctoral School, hereinafter referred to as “the Director.”
7. The procedure for appointing the Director is defined in the Statute of the Jan Kochanowski University in Kielce, hereinafter referred to as “the Statute.”
8. The Director’s responsibilities include, in particular:
- managing the Doctoral School;
- developing the Regulations of the Doctoral School;
- developing the rules of recruitment to the Doctoral School;
- organizing the recruitment process for the Doctoral School;
- determining the admission limits to the Doctoral School, with the Rector’s approval;
- developing the educational programmes of the Doctoral School;
- organizing the education process of doctoral students;
- supervising the implementation of the education programme;
- proposing to the Rector the composition of recruitment committees;
- cooperating with the directors of institutes / chairs of scientific councils representing the disciplines included in the sections of the Doctoral School in the areas of: ensuring the quality of doctoral education, defining the rules and criteria for recruitment to the Doctoral School, appointing supervisors and assistant supervisors, determining the composition of the recruitment committees, the interim evaluation committees, and the educational programmes;
- monitoring the quality of education in the Doctoral School;
- issuing, by authorization of the Rector, administrative decisions related to doctoral education within the scope determined by the Rector;
- organizing the process of conducting interim evaluations of doctoral students;
- supervising the process of conducting interim evaluations;
- ensuring the social and living welfare of doctoral students;
- coordinating the work of the Scientific Council of the Doctoral School;
- preparing the Doctoral School for evaluation;
- cooperating with the doctoral students’ self-government;
- supervising the doctoral studies until their completion.
9. The Rector may, at the request of the Director of the Doctoral School, appoint and dismiss the Deputy Director, heads of sections, and deputy heads of sections.
10. The powers of the Deputy Director and the heads of disciplinary sections are defined by the Director of the Doctoral School by means of an ordinance.
11. Within the Doctoral School, there operates the Scientific Council of the Doctoral School as an advisory and consultative body to the Director, hereinafter referred to as “the School Council.”
12. The procedure for electing members of the School Council and its competences are defined in the Statute.
§ 2
Admissions and Education in the Doctoral School
1. A person may be admitted to the Doctoral School who:
- holds a master’s degree, master’s degree in engineering, or an equivalent qualification;
- demonstrates outstanding academic or artistic achievements and is a graduate of first-cycle studies or a student who has completed the third year of long-cycle master’s studies.
2. The admission limits to the Doctoral School in particular academic or artistic disciplines in a given academic year are determined by the Director with the Rector’s approval.
3. Admission to the Doctoral School takes place through a competitive recruitment process, under the rules defined by the Senate of the Jan Kochanowski University in Kielce, hereinafter referred to as “the Senate.”
4. The rules and criteria of recruitment to the Doctoral School are developed by the Director, after consultation with the School Council, and submitted to the Rector for inclusion in the Senate’s deliberations.
5. The rules and criteria of recruitment referred to in paragraph 4 shall be adopted in time to allow their publication in accordance with the procedure set out in the Act.
6. A person admitted to the Doctoral School begins education and acquires the rights of a doctoral student upon taking the oath, the content of which is defined in the Statute. The admitted person confirms taking the oath with a signature.
7. A person admitted to the Doctoral School may not be a doctoral student of another Doctoral School.
8. After fulfilling the requirements referred to in paragraph 6, the doctoral student receives a student identification card.
9. Education at the Doctoral School lasts four academic years and ends with the submission of a doctoral dissertation.
10. The settlement period at the Doctoral School is the academic year.
11. Education at the Doctoral School is conducted in the full-time mode.
12. Education at the Doctoral School is carried out in accordance with the curriculum adopted by the Senate, under the procedure specified in the Statute, and the individual research plan of the doctoral student.
13. Education at the Doctoral School includes four areas of doctoral activity:
- conducting scientific research or artistic or design activity;
- completing courses specified in the curriculum;
- preparing a doctoral dissertation constituting the basis for the award of the doctoral degree;
- acquiring the skills necessary to conduct teaching activities;
- completing a research or artistic internship. The rules for completing the internship are specified by an ordinance of the Director of the Doctoral School.
14. The Director is responsible for the preparation of the curriculum of the Doctoral School. The School Council, the Quality Assurance Committee of the Doctoral School, and the Doctoral Students’ Self-Government shall issue an opinion on the curriculum within 14 days of receiving the draft. If the deadline expires without an opinion being submitted, the requirement to seek opinions shall be deemed fulfilled.
15. The curriculum referred to in paragraph 12 is developed for the fields and disciplines in which education is conducted within the Doctoral School.
16. Education at the Doctoral School is conducted in Polish, except for courses taught in English within specific disciplines, as determined by a resolution of the Scientific Council of the Doctoral School, and listed in the course schedule available on the Doctoral School’s website (currently: https://sd.ujk.edu.pl/) before the beginning of each academic year. It is permissible to conduct education entirely in English.
17. The structure of the curriculum is common for all fields and disciplines. The course content offered within individual disciplines differs accordingly.
18. The curriculum referred to in paragraph 12 shall be prepared in time to allow its publication in accordance with the procedure set out in the Act.
19. Education of a doctoral student admitted under the provisions of paragraph 1 point 2 or within the framework of the “Implementation Doctorate” programme is conducted according to the general rules, in accordance with the curriculum, and, at the doctoral student’s request, according to an individual study plan.
20. The individual study plan, including the schedule and forms of course completion, taking into account the organization of the academic year, is established by the Head of the Section in consultation with the doctoral student and their supervisor, separately for each academic year, and requires the Director’s approval. The establishment of an individual study plan may not result in changes to the deadlines for submitting the individual research plan or undergoing the mid-term evaluation.
21. The doctoral dissertation is prepared under the supervision of a supervisor or supervisors, or a supervisor and an assistant supervisor.
§ 3
Supervision of Doctoral Research
1. The preparation of a doctoral dissertation is supervised by a supervisor or supervisors, or by a supervisor and an assistant supervisor.
2. The function of a supervisor, subject to exceptions provided for by law, may be performed by a person holding a postdoctoral degree (doktor habilitowany) or the title of professor, while the function of an assistant supervisor may be performed by a person holding at least a doctoral degree.
3. The Director submits to the Chair of the relevant Scientific Council of the Institute a request for the appointment of persons responsible for the academic supervision of the preparation of doctoral dissertations by persons admitted to the Doctoral School. The request includes proposals for candidates to provide academic supervision.
4. The relevant Scientific Council of the Institute appoints:
a) supervisors – within three months from the date the doctoral student begins education,
b) assistant supervisors – within six months from the date the doctoral student begins education.
The Chair of the relevant Scientific Council of the Institute shall promptly forward the resolutions on the appointment of a supervisor or supervisors, or a supervisor and an assistant supervisor, to the Director of the Doctoral School.
5. The duties of the supervisor are as follows:
- to provide direct academic supervision of the doctoral student;
- to prepare, together with the doctoral student, an individual research plan and to support the student in its implementation;
- to provide consultations and assess the doctoral student’s academic progress and progress in artistic or design activities;
- to support the doctoral student in research or artistic work;
- to assist the doctoral student in preparing research project applications;
- to ensure the availability of financial resources for the doctoral student’s research, artistic, or design work;
- to monitor the progress of the preparation of the doctoral dissertation;
- to supervise and confirm the completion of the doctoral student’s professional internship;
- to provide opinions on applications submitted by the doctoral student related to their studies;
- to inform the Director of any difficulties affecting the implementation of the doctoral student’s individual research plan;
- to submit to the Director a request for the removal of a doctoral student from the list of doctoral students, in particular in the cases specified in § 9 section 2.
6. The duties of the assistant supervisor are as follows:
- to provide an opinion on the doctoral student’s individual research plan;
- to perform a supporting role in the planning and implementation of research within the scope defined by the supervisor.
7. One person may act as a supervisor or assistant supervisor for no more than three doctoral students, of whom no more than two may be in their first or second year of study; after at least one of them has received a positive mid-term evaluation, the supervisor may take on another doctoral student, subject to section 8.
8. The number of doctoral students referred to in section 7 may be increased by no more than three, provided that each of them participates in an external research grant. An external grant shall be understood as a scientific research project funded by domestic or foreign external institutions established to support academic research (empirical or theoretical), in particular: the National Science Centre, the National Centre for Research and Development, the National Programme for the Development of the Humanities, the Foundation for Polish Science, the Polish National Agency for Academic Exchange, or an artistic project funded, among others, by: the Ministry of Culture and National Heritage, the Creative Europe programme, or Culture Moves Europe.
9. A doctoral student may submit a request to the Director for a change of supervisor, in particular in the case of failure by the supervisor to fulfil the duties referred to in section 5. The request for a change of supervisor must include a justification.
10. Upon receiving a request referred to in section 9, the Director shall request opinions on the matter from the Head of the relevant section and the supervisor, within seven days of the submission of the request. Based on the submitted opinions, the Director may submit a request to the Chair of the Scientific Council of the relevant Institute for a change in the person appointed to supervise the doctoral student.
11. The supervisor may submit a request, including upon the doctoral student’s initiative, to the Director for a change of assistant supervisor in the event that the assistant supervisor fails to fulfil the duties referred to in section 6. The request must include a justification.
12. A resolution on the change of supervisor or assistant supervisor shall be adopted by the relevant Scientific Council of the Institute at the request of the Director.
§ 4
Individual Research Plan
1. The doctoral student, in consultation with the supervisor or supervisors, prepares an individual research plan covering the period of education at the Doctoral School.
2. The individual research plan, the template of which constitutes Appendix No. 1 to these Regulations, shall include, in particular:
- a plan of the research to be conducted by the doctoral student during their education at the Doctoral School;
- a schedule for the preparation of the doctoral dissertation;
- a plan of activities aimed at developing competences that prepare the doctoral student for work of a research, research and development, or artistic nature.
3. The individual research plan shall indicate possible sources of funding for the planned tasks.
4. The supervisor or supervisors shall confirm by signature that the individual research plan has been prepared in consultation with them.
5. The individual research plan of the doctoral student shall require the opinion of the assistant supervisor – if an assistant supervisor has been appointed.
6. The doctoral student shall submit the individual research plan to the Director, after consultation with the supervisor or supervisors, or with the supervisor and the assistant supervisor, taking into account paragraph 5, no later than within the period specified by the Act.
7. The individual research plan shall be reviewed by the disciplinary team for the evaluation of the individual research plan, acting as an advisory body to the Director, composed of: the Head of the Section – as Chair, and two representatives of each discipline included in the given disciplinary section, one representing the Scientific Council and the other representing the Quality Assurance Committee of the Doctoral School.
8. In the event that changes to the individual research plan are required during the course of education at the Doctoral School, the provisions of paragraphs 1–7 shall apply accordingly.
9. The doctoral student is obliged to submit an updated individual research plan within 30 days following the end of the suspension period of education, under the rules specified in paragraphs 1–7.
§ 5
Documentation of the Course of Education
1. The documentation of the course of doctoral students’ education at the Doctoral School is maintained in electronic form within the University’s information system and in the doctoral student’s personal file.
2. Doctoral students are provided with access to their education records through individual accounts in the University’s information system.
3. Upon the doctoral student’s request, the Doctoral School shall issue a certified extract from the documentation of the course of education at the Doctoral School, signed by the Director.
4. Documentation of the doctoral student’s achievements, including periodic achievement records, is kept in the doctoral student’s personal file in the form of printed electronic data, signed by the Director.
5. Each doctoral student is assigned a student identification number.
6. The doctoral student’s individual account in the electronic database includes, among others:
- personal data of the doctoral student;
- student identification number;
- the academic or artistic discipline in which the doctoral student is being educated;
- information on the qualifications entitling the student to undertake education at the Doctoral School;
- the date of commencement of education at the Doctoral School;
- the date of completion of education at the Doctoral School;
- information on the course of education.
7. For each doctoral student, a personal file with a student identification number is created and maintained at the Doctoral School throughout the period of study.
8. The personal file shall contain, among others:
- a certificate of entry on the list of doctoral students or an administrative decision on admission to the Doctoral School (in the case of foreign nationals);
- documents required from the candidate during the recruitment process;
- the oath signed by the doctoral student;
- rulings related to the doctoral student’s disability status;
- decisions related to the course of education, including in particular:
a) suspension of education at the Doctoral School,
b) extension of the deadline for submitting the doctoral dissertation,
c) removal from the list of doctoral students and confirmation of delivery of the decision; - declarations referred to in § 6(2)(6);
- the individual research plan;
- periodic achievement records of the doctoral student;
- the mid-term report on the implementation of the individual research plan, together with the documents specified in Appendix No. 5, in paper form;
- the protocol of the mid-term evaluation of the implementation of the individual research plan at the Doctoral School;
- reports on academic or artistic activity;
- confirmation of receipt or electronic delivery of documents;
- a certificate or diploma of completion of studies, or a certificate confirming the passing of an examination certifying knowledge of a modern foreign language at a proficiency level of at least B2;
- the doctoral dissertation reviewed and approved by the supervisor;
- a copy of the certificate of completion of education at the Doctoral School;
- the doctoral student’s clearance card.
9. The personal files of doctoral students who have completed their education at the Doctoral School shall be transferred by the Doctoral School to the University archive.
§ 6
Rights and Obligations of the Doctoral Student
1. A doctoral student has the right to:
- receive academic supervision from the supervisor or supervisors, or from the supervisor and auxiliary supervisor;
- receive support from the persons referred to in item 1:
- in preparing and implementing the individual research plan,
- in research, artistic, or project-related work;
- request a change of supervisor or auxiliary supervisor in cases specified in these Regulations;
- use the University’s library collections and IT resources;
- use the laboratories, equipment, and research apparatus of the University to the extent necessary for the implementation of the education program, conducting research, artistic, or project activities, and preparing the doctoral dissertation, under the rules in force at the University;
- participate in competitions announced by institutions financing research, artistic, or project activities, or academic mobility, in consultation with the supervisor;
- undertake research or artistic internships, subject to a positive opinion from the supervisor and with the consent of the Director; the internship period shall be included in the total education period;
- participate in national and international doctoral student exchange programs under applicable agreements and arrangements;
- hold a doctoral student ID card;
- have an email address on the University’s server;
- receive a doctoral scholarship under the rules set out in the Rector’s order;
- apply for an extension of the deadline for submitting the doctoral dissertation, under the rules specified in § 8;
- submit to the Director an application for suspension of education in cases and under the rules specified in the Act;
- in justified cases, submit to the Director an application to defer the completion of specific elements of the education program to a later stage of education;
- in justified cases, submit to the Director an application to take examinations or assessments before the scheduled date;
- submit proposals regarding education at the Doctoral School to the Doctoral School Quality Assurance Committee;
- apply for a student loan under the rules specified in the Act;
- apply for a scholarship granted by a local government unit, a natural person, or a legal entity other than a state or local government legal entity;
- apply for accommodation in a student dormitory under the rules specified in the Student Benefits Regulations;
- social and public health insurance under the rules specified in separate regulations;
- an annual vacation period not exceeding 8 weeks;
- association in the doctoral students’ self-government;
- evaluate academic teachers, including the supervisor(s) and auxiliary supervisor, regarding their fulfillment of teaching and supervisory duties, under rules established by the Rector;
- evaluate the recruitment process, quality of education at the Doctoral School, internationalization, and quality of academic supervision;
- report conflict situations, discrimination, acts of violence, complaints, and requests in accordance with the procedures in force at the University;
- join doctoral student organizations;
- participate in scientific, research, development, implementation, or artistic projects carried out at the University, within the scope agreed upon with the supervisor;
- in the event of completing education at the Doctoral School, undergo the procedure for awarding the doctoral degree without paying the fee referred to in Article 182 of the Act;
- undertake employment as an academic teacher or researcher under the rules set out in the Act.
2. A doctoral student is obliged to:
- observe the principles contained in the text of the oath;
- act in accordance with these Regulations and the Doctoral Student Code of Ethics;
- create an account on the ujk.edu.pl server, in accordance with the Computer Network Regulations of the Jan Kochanowski University in Kielce;
- prepare an individual research plan and submit it to the Director no later than within the time limit specified in the Act;
- implement the education program and the individual research plan;
- submit to the Director the following declarations:
a) possession of an electronic researcher identifier compliant with international standards – ORCID (Open Researcher and Contributor ID) – within 14 days from the start of education at the Doctoral School; the template of the declaration constitutes Appendix No. 2 to these Regulations,
b) declaration of the discipline in which the doctoral dissertation is being prepared – within 14 days from the start of education at the Doctoral School; the template of the declaration constitutes Appendix No. 3 to these Regulations,
c) declaration authorizing the University to include the student’s research or artistic achievements for the purposes of the evaluation of the quality of scientific activity conducted at the University – in the year preceding the evaluation or before completing the final year of education at the Doctoral School; the template of the declaration constitutes Appendix No. 4 to these Regulations; - create an individual account in the Polish Scientific Bibliography System (PBN) and link it to the ORCID account within 14 days from the start of education at the Doctoral School;
- submit a mid-term report on the implementation of the individual research plan within the time limit specified in § 7(11); the template of the report constitutes Appendix No. 5 to these Regulations;
- submit a report on scientific activity, the template of which constitutes Appendix No. 7 to these Regulations, after the first and third year of education, and for those applying for an extension of the dissertation submission deadline, after the fourth year, covering the fourth year of education;
- submit a certificate or diploma of graduation or a certificate confirming the passing of an examination proving proficiency in a modern foreign language at a level of at least B2 – by the end of the fourth year of education. The requirement to submit a language proficiency document within this deadline also applies to doctoral students granted an extension beyond the fourth year;
- submit a doctoral dissertation reviewed and approved by the supervisor within the time specified in the individual research plan, subject to § 8(1);
- promptly notify in writing any changes to personal or contact details and any factual circumstances affecting the fulfillment of doctoral student duties or the exercise of their rights.
3. The rights and obligations of a doctoral student expire on the date of:
- submission of the doctoral dissertation, subject to Article 209(8) of the Act;
- finalization of the decision to remove the student from the list of doctoral students.
4. For violations of legal regulations or University regulations, the doctoral student shall bear disciplinary responsibility under the rules specified in separate provisions.
5. Doctoral students undertaking education at the University constitute the doctoral students’ self-government.
6. The bodies of the doctoral students’ self-government are the sole representatives of all doctoral students.
7. The bodies of the doctoral students’ self-government have the right to submit motions to the Director concerning matters related to education at the Doctoral School.
§ 7
Mid-Term Evaluation
1. At the midpoint of the education period at the Doctoral School, the implementation of the individual research plan is subject to a mid-term evaluation.
2. The evaluation referred to in paragraph 1 is conducted by a committee approved by the School Council at the request of the Director.
3. The supervisor, supervisors, or auxiliary supervisor may not be members of the committee evaluating the doctoral student under their academic supervision.
4. The committee consists of three members:
- a person holding the degree of habilitated doctor or the title of professor in the discipline in which the doctoral student is preparing their dissertation, employed at the University, as Chair;
- a person holding the degree of habilitated doctor or the title of professor in the discipline in which the doctoral student is preparing their dissertation, employed at the University;
- a person holding the degree of habilitated doctor or the title of professor in the discipline in which the doctoral student is preparing their dissertation, employed outside the University, subject to exceptions provided by law (Art. 190(5)).
5. A doctoral student delegated by the University Doctoral Student Council may participate in the committee’s work as an observer, without voting rights.
6. In the case of evaluating the implementation of an interdisciplinary research plan, the committee consists of:
- a person holding the degree of habilitated doctor or the title of professor in the field covering the discipline in which the doctoral student is preparing their dissertation, employed at the University, as Chair;
- a person holding the degree of habilitated doctor or the title of professor in one of the disciplines within which the doctoral student is preparing their dissertation, employed at the University;
- a person holding the degree of habilitated doctor or the title of professor in one of the disciplines within which the doctoral student is preparing their dissertation, employed outside the University, subject to exceptions provided by law (Art. 190(5)).
7. A committee member employed outside the University shall receive remuneration in the amount specified by law.
8. Candidates for committee membership, referred to in paragraph 2, are proposed by the Director and approved by the School Council. The preceding sentence also applies to the replacement of a committee member.
9. The committee makes decisions by a simple majority vote, with all members present.
10. The doctoral student submits to the Director a mid-term report on the implementation of the individual research plan, covering the first and second years of education at the Doctoral School, along with the documents referred to in § 5(8)(9), in both paper and electronic form. The electronic documentation is returned to the doctoral student, and its copies are permanently deleted after the doctoral student receives a positive mid-term evaluation or upon finalization of the decision to remove the student from the list in the case of a negative evaluation.
11. The deadline for submitting the report referred to in paragraph 10 is set by order of the Director of the Doctoral School, no later than two months before the planned date of the mid-term evaluation.
12. The Doctoral School informs the doctoral student of the date and place of the committee meeting conducting the mid-term evaluation of the individual research plan.
13. The committee evaluates the mid-term implementation of the individual research plan based on:
- the individual research plan;
- the mid-term report on the implementation of the individual research plan;
- an interview with the doctoral student.
14. During the interview, the doctoral student presents a multimedia presentation including the dissertation plan, discussion of the research problem, research methods, and responds to committee questions.
15. The committee’s evaluation covers:
- timeliness of plan implementation;
- progress of dissertation work;
- completed research or artistic tasks;
- the doctoral student’s academic, artistic, and organizational activity.
16. The committee evaluates each of the criteria listed in paragraph 15 individually, issuing a result for each criterion as positive or negative.
17. The mid-term evaluation – determined based on the assessment of the individual criteria referred to in paragraph 15 – concludes with a positive or negative result. The evaluation must be justified by the committee.
18. The committee documents the evaluation by preparing a protocol of the mid-term evaluation of the implementation of the individual research plan. The template of the protocol constitutes Appendix No. 6 to these Regulations.
19. After the committee meeting, the protocol referred to in paragraph 18 is submitted to the Director.
20. The results of the mid-term evaluation, together with the justification, are public.
21. In the event of a violation of formal conditions during the evaluation, concerning the composition of the committee or conducting the evaluation contrary to the Regulations, the doctoral student has the right to submit objections to the Director within 7 days from the date of receiving the evaluation result. The objections may not be based on claims regarding the substantive assessment made by the committee.
§ 8
Extension of the Deadline for Submission of the Doctoral Dissertation or Suspension of Education at the Doctoral School
1. At the doctoral student’s request, the Director may extend the deadline for submitting the doctoral dissertation specified in the individual research plan.
2. The request referred to in paragraph 1 requires the opinion of the supervisor or supervisors, or the supervisor and auxiliary supervisor.
3. The total extension period referred to in paragraph 1 may not exceed two years.
4. The extension of the dissertation submission deadline specified in the individual research plan may occur in the following cases:
- the doctoral student is on medical leave due to illness;
- the doctoral student needs to provide personal care for a sick family member;
- the doctoral student holds a disability certificate;
- it is impossible to conduct scientific research or artistic or project activities within the period specified in the individual research plan due to reasons beyond the doctoral student’s control; in the case of inability to conduct scientific research or artistic or project activities, the extension may cover a maximum period of six months at a time.
5. The doctoral student attaches to the request referred to in paragraph 1 a document confirming the existence of the circumstance referred to in paragraph 4.
6. At the doctoral student’s request, the Director may suspend the education at the Doctoral School under the conditions specified by law.
7. During the period of extension or suspension of education, the doctoral student retains all rights, unless provisions regarding scholarships state otherwise.
8. Deadlines for fulfilling obligations, including obtaining credits required by the education program, are extended correspondingly for the period of the extension granted.
9. The doctoral student’s return after the expiration of the extension or suspension period takes place under the rules specified by the Director.
10. In the event of denial of the extension of the dissertation submission deadline, the doctoral student may appeal through the Director to the Rector within 14 days from the date of notification of the decision.
§ 9
Removal from the List of Doctoral Candidates
1. A doctoral student shall be removed from the list of doctoral students in the following cases:
- obtaining a negative result in the mid-term evaluation;
- failure to submit the doctoral dissertation within the deadline specified in the individual research plan, subject to § 8(1);
- resignation from education at the Doctoral School;
- failure to commence education;
- violation of the prohibition referred to in Art. 200(7) or Art. 209(10) of the Act;
- being penalized with the disciplinary sanction of expulsion from the Doctoral School.
2. A doctoral student may be removed from the list of doctoral students in cases of failure to implement the education program and the individual research plan, in particular:
- failure to submit the individual research plan within the deadline specified by law;
- unsatisfactory progress in preparing the doctoral dissertation;
- conduct inconsistent with the content of the oath or the regulations of the Doctoral School.
3. The decision to remove a doctoral student from the list of students is issued by the Director on behalf of the Rector.
§ 10
Application of the Code of Administrative Procedure
1. The refusal of admission to the Doctoral School and the removal from the list of doctoral students shall be made by way of an administrative decision.
2. Against the decisions referred to in paragraph 1, the doctoral student has the right to submit a request for reconsideration of the case or to file a complaint with the administrative court.
§ 11
Detailed Rules for Introducing and Applying Alternative Solutions for Doctoral Candidates with Disabilities
1. All alternative solutions applied in the Doctoral School for doctoral students with disabilities aim to provide equal opportunities to complete their education while maintaining the principle of not reducing substantive requirements for these students.
2. For doctoral students with disabilities, the Head of the Section, at the student’s request, may:
- excuse absences based on documents submitted by the doctoral student;
- establish, in agreement with the instructors, individual deadlines and forms for completing a course or teaching practicum;
- consent to changes in the form of knowledge assessment.
3. For doctoral students with disabilities, the Head of the Section, at the student’s request, may consent to:
- solutions involving the participation of third parties in classes, in particular sign language interpreters, stenographers, or laboratory assistants supporting doctoral students with hand disabilities;
- the use by the doctoral student of additional technical devices enabling full participation in classes and the use of audiovisual equipment to record the classes;
- obtaining teaching and scientific materials from specific courses in an alternative format, in particular such as Braille, enlarged print, audio recording, or electronic format;
- changing the method of taking an exam in a given subject.
4. The decision referred to in paragraph 3 is made by the Head of the Section after consulting the head of the university-wide unit responsible for students with disabilities.
5. In cases where sound or audio-visual recording devices are used during classes, the doctoral student is required to submit a written declaration that the copyrights of works created during these classes will not be violated and that the recorded materials will be used solely for private purposes.
6. To change the method of taking an exam, the Head of the Section may issue a decision for a doctoral student with disabilities, in which they may consent to:
- extending the duration of the exam;
- using technical devices during the exam, such as computers, screen-reading software, Braille devices, alternative keyboards, magnifying glasses;
- using an alternative format during the exam;
- changing the form of the exam from written to oral or from oral to written;
- the participation of third parties in the exam, in particular a sign language interpreter, stenographer, or lector;
- changing the location of the exam.
7. The provisions specified in paragraph 6 shall apply accordingly to course assessments.
